Most organizations haven’t gotten AI adoption wrong. They started where it made sense.

  • “Track usage.”
  • “Drive engagement.”
  • “Show that people are using the tools.”

That’s not a bad instinct. It’s a necessary first step. You can’t get value from a capability your workforce doesn’t understand or trust. The secret sauce, though, is to not fall in the trap of staying here and claining success. If you stop there – or worse, tie performance and promotion to usage – you’re likely setting yourself up for the Cobra Paradox.

The Cobra Paradox: When Incentives Create the Opposite Outcome

In colonial India, the British government offered a bounty for dead cobras to reduce the snake population. People responded … by breeding cobras. It made perfect sense – if you could get paid for producing a dead snake, breeding snakes is like printing money.

When the program ended, the now-worthless snakes were released – making the problem worse than before. The lesson we need to take away is simple: when you reward the proxy, people optimize the proxy and not the outcome.

Where Most Organizations Are Right Now in their AI adoption program

Let’s be clear: measuring AI usage is not wrong. It’s a good start. It’s Phase 1. At this stage, the goal is:

  • Familiarity
  • Comfort
  • Reduction of resistance
  • Baseline capability across the workforce

You’re trying to answer – “Are people even using this?”

That’s a legitimate question early on. You need to get your organization to dip their toes in the AI waters, so to speak. The mistake is staying here too long. Phase 1 should be agressive, almost uncomfortable, for the workforce because staying here too long can create all of the unintended consequences we’re talking about in this post.

The Risk: When Phase 1 Becomes the Strategy

If usage becomes the long-term KPI, behavior shifts in predictable ways. And here’s the part most CIOs never see directly: it doesn’t look like failure. It can deceptively look like progress.

From a leadership dashboard, everything looks healthy:

  • Adoption is up
  • Engagement is strong
  • AI usage is spreading

But underneath, behavior might be drifting. The law of unintended consequences will become apparent over time. Let’s examine a couple of theoretical, but very realistic, scenarios.

1. The “Three-Minute Task Turned Thirty-Minute AI Exercise”

An employee needs to schedule a meeting Without AI:

  • Open calendar
  • Send invite
  • Done in 2–3 minutes

With AI (optimized for the metric):

  • Draft prompt in Copilot
  • Iterate on phrasing
  • Generate email copy
  • Check Calendar availability
  • Ask Copilot to save as a draft – because the “this meeting was sent by Copilot” will appear on the invite otherwise. (there’s still resistance to this in some organizations)
  • Adjust manually

Total time: 10–15 minutes…sometimes more. The employee goal has shifted from efficiency to compliance.

2. The “Phantom Productivity Loop”

Employees generate content with AI…then spend time fixing it.

  • AI creates a draft
  • The employee rewrites large portions
  • Review cycles increase due to inconsistency

Net effect:

  • More activity
  • More AI usage
  • No real gain in output

Sometimes worse. This, however, can be expected as employees adopt AI for the first time. Best practices for prompting, context management, and guardrails take time to learn and an organization should expect some short-term productivity dip here as teams figure it out. This is also a good call-out for a transparent, open, and collaborative AI learning culture and not just a forced metric.

3. The “Metric Gaming Developer”

Developers will find the loophole faster than anyone.

  • Scripts firing low-value prompts at AI endpoints
  • Integrations that “touch” AI services without meaningful output
  • Automated suggestions generated and ignored

The system records high engagement. Nothing meaningful actually improves. This is what happens when an organization is only tracking some AI tool usage and not all of them.

4. The “AI Theater Effect”

Teams begin performing AI usage instead of benefiting from it.

  • Deliverables labeled “AI-assisted” regardless of impact
  • AI inserted into workflows for optics
  • Leaders reinforcing visible usage as success

It becomes cultural: “Make sure AI is part of the story.”

Not: “Make sure AI improves the result.”

5. The “Wrong Problem Optimization”

AI gets applied where it’s easy, not where it matters.

  • Rewriting emails instead of accelerating decisions
  • Generating summaries instead of fixing upstream data
  • Automating low-impact tasks while core workflows stay unchanged

You optimize the edges while the center stays untouched. Again – this is a natural progression, but organizations can’t stay here and measure only usage. Using AI for “the easy stuff” is a great way – especially for non-technical employees – to get into the AI pool. Get through it as quickly as possible.

The Pattern Behind All of This

None of the behavior in those scenarios is irrational. It’s exactly what you designed for. If the signal is “Use AI more,” the system produces more AI usage and not better outcomes.

Why This Is Hard for CIOs to See as they Execute AI Adoption Programs

It’s frustrating for CIOs and exedcutives. The signals are clean.

  • Dashboards look strong
  • Reports show growth
  • Adoption trends upward

There’s no immediate failure signal. The cost shows up indirectly:

  • Slower-than-expected productivity gains
  • Inconsistent output quality
  • Lack of measurable business impact

By the time it’s obvious, the behavior is already embedded.

The Path Forward: Evolving Beyond Usage

The answer isn’t to abandon usage metrics. It’s to graduate them.

Think in terms of three deliberate phases:

Phase 1 – Adoption (You Are Here)

What you measure:

  • Tool usage
  • Active users
  • Frequency of interaction

What you’re building:

  • Familiarity
  • Habit formation
  • Psychological safety

Leadership mindset: “Get people in the water.”

The trap:
Turning this AI adoption into a performance metric tied to compensation without a clear graduation plan past Phase 1.

Phase 2 – Effectiveness (The Critical Transition)

This is where real progress begins.

What you start measuring:

  • Time saved on specific tasks
  • Reduction in manual effort
  • Acceleration of deliverables
  • Rework introduced vs. eliminated

How to operationalize it:

  • Identify 5–10 high-value workflows
  • Establish a baseline (before AI)
  • Measure change (with AI)

Examples:

  • Proposal development: 5 days → 2 days
  • Code review cycles reduced by 30%
  • Incident triage cut in half

Leadership mindset: “Is this making us faster or not?”

Phase 3 – Value (Where It Actually Matters)

Now AI connects to business outcomes and AI adoption becomes real.

What you measure:

  • Cost per unit of work
  • Margin improvement
  • Throughput increase
  • Revenue acceleration
  • Customer impact

Examples:

  • Same team delivering 25% more output
  • Faster sales cycles
  • Higher win rates
  • Reduced external spend

How to Transition Without Breaking Momentum

You don’t rip out usage metrics. You evolve them.

1. Keep Usage – but Demote It

Usage becomes a leading indicator, not success. It tells you where adoption is happening and not whether it matters.

2. Anchor Measurement in Real Work

Focus on actual workflows and not abstract usage counts:

  • Sales proposals
  • Incident response
  • Reporting
  • Development

3. Create Before/After Baselines Immediately

If you skip this, you lose the ability to prove value later.

4. Separate Experimentation from Production

Exploration is fine. As I’ve stated above, this is a necessary and desired part of the learning nad adoption of AI. Core workflows, however, should be measured and accountable.

5. Change the AI Adoption Leadership Narrative

An organization need to consider the organizational AI message at the highest level. Plan the shift from “How much are we using AI?” and transition to “Where is AI making us better?”

The Reality Most Leaders Need to Hear

High AI usage does not mean high AI maturity. In some cases, it very well may mean the opposite.

Organizations with high AI maturity don’t care how often AI is used. They care where it moves the needle.

The Bottom Line

Measuring AI usage as part of an AI adoption initiative is a perfectly reasonable place to start. It builds familiarity. It lowers resistance. It gets people engaged. But if you don’t evolve beyond it, you risk falling into the Cobra Paradox where you’ll get more AI usage and less actual AI value.

The organizations that suceed won’t have the best adoption dashboards. They’ll be the ones that can answer a harder question “Where, specifically, is AI making us better?”
